Bay Area School Mosque Trip Sparks Lawsuit Over Religious Neutrality Claims

Parents of students at Palo Alto High School are suing the school over a field trip to a mosque, alleging that students were encouraged to wear hijabs and were given copies of the Quran during the visit.


The lawsuit was filed by Community Members for Religious Neutrality in Public Schools, a group representing two Jewish parents, three former Jewish students, a Hindu parent and a Zoroastrian parent. The group claims that students enrolled in the school’s Social Justice Pathway program were taken to a mosque last fall and exposed to messaging that portrayed Islam as closely connected with social justice activism.


According to the lawsuit, students were provided with Qurans during the visit, while female students were allegedly encouraged to wear hijabs. The parents also claim that photographs of students were taken and shared online without obtaining parental consent.


The lawsuit further alleges that students were exposed to Zahra Billoo, executive director of the Bay Area office of the Council on American-Islamic Relations (CAIR). Billoo had previously attracted criticism over remarks in which she advised supporters to avoid publicly expressing anti-Zionist views in professional settings. In a video, she discussed how stating “I hate all Zionists” on a LinkedIn profile would be strategically unwise.


The parents argue that the mosque visit raises broader questions about religious neutrality in public schools and whether students should be exposed to religious practices or political messaging as part of an educational program. The lawsuit now puts the school’s approach to the field trip and its handling of student participation and parental consent under legal scrutiny.
