Canada: Muslim Youth Accused of Sharing ISIS Propaganda and Seeking Weapons for Planned Jihad Attack

A youth from the Greater Toronto Area has been taken into custody on serious terrorism-related charges after authorities allege he was involved in producing and disseminating ISIS propaganda videos, as well as attempting to acquire firearms with the intention of carrying out a terrorist attack.


According to a detailed statement released on Tuesday, the Royal Canadian Mounted Police (RCMP) confirmed that the arrest took place on November 4, 2025. The operation was conducted by Ontario’s Integrated National Security Enforcement Team (INSET), a specialised unit operating within the GTA. INSET brings together officers and intelligence personnel from federal, provincial, and municipal law-enforcement agencies, working collaboratively to detect, investigate and disrupt activities that pose a threat to national security.


Investigators allege that the youth actively edited and circulated extremist video content aligned with ISIS ideology, material designed to radicalise and recruit others. Beyond these actions, authorities claim the individual also sought assistance in obtaining firearms, with the explicit intention of using them to commit an act of terrorism.


As a result of the investigation, the youth has been formally charged under section 83.18(1) of the Criminal Code of Canada, which relates to participation in the activities of a terrorist group. Additionally, the individual faces a further charge for “inviting a person to provide property,” with the alleged purpose of aiding a terrorist activity—an offence that underscores the seriousness of attempting to resource or facilitate such acts.


The case highlights the ongoing challenges faced by Canadian security agencies in countering radicalisation, online extremist content, and the evolving methods used by individuals seeking to engage in terrorism.
