India: Doctor Running Jihad Training School Claimed Students Were Learning ‘Allah’s Message,’ Not Terrorism

The question itself exposes a disturbing irony. How can someone who openly embraces and advances jihadist ideology be accused of hating the very doctrine she claims to uphold? Recent investigations by the Uttar Pradesh Anti-Terrorist Squad (ATS) and the Jammu & Kashmir Police have uncovered what officials describe as the “Jaish code of white-collar terror” — a sophisticated, educated façade masking a deeply radicalised mission.


At the centre of this network stand two individuals who, on the surface, led respectable professional lives: Dr. Shaheen Shahid and her brother Dr. Parvez Ansari, both trained medical practitioners. Far from their public identities as healers and caregivers, however, the siblings were actively operating a covert jihad school connected to Jaish-e-Mohammed (JeM), one of Pakistan’s most notorious terror organisations.


Jihad Justified through Religious Texts

Investigators found that their ideological training allegedly drew directly from classical Islamic scriptures — the same passages that global jihadist groups routinely invoke to legitimise their violence. These texts speak of veiling, fighting “in the way of Allah,” divine rewards for warfare, and even explicit encouragement to strike at non-believers. Verses such as Quran 4:74, 8:12, and 9:111, alongside hadiths glorifying martyrdom, formed the backbone of the radical indoctrination Shahid and her brother allegedly propagated.


For many jihadist leaders, these teachings are not fringe interpretations but central religious obligations. This is why, in their worldview, Islam cannot be separated from jihad. The faithful are expected to defend and advance their belief through struggle — including violent struggle — which they consider a noble sacrifice. While many political leaders in the Islamic world project Islam as a “religion of peace” for global consumption, radical preachers and terror ideologues frequently use these very same canonical texts to recruit, justify, and wage war.


The Jihad School Network: A Disturbing Underbelly

Reports now claim that Dr. Shaheen Shahid was running a structured “jihad school,” often training girls through online video sessions. Additional revelations indicate that Parvez and his associate Arif operated similar schools across multiple districts in Uttar Pradesh and potentially beyond, creating a dispersed yet coordinated network of radicalisation.


Shaheen is believed to have travelled to Pakistan three times, raising concerns about direct ideological and operational collaboration with JeM handlers. Investigators are also probing allegations that she was involved in influencing and brainwashing children in the name of religious duty.


“Not Terrorism — Allah’s Message”

One of the most alarming elements to emerge from the investigation is the rhetoric these individuals allegedly used to manipulate young Muslims. According to reports, they told their recruits:


“This is not terrorism. This is Allah’s message. Allah has chosen us. Sacrifices must be made.”


Such messaging reframes terrorism as divine service, encouraging followers to abandon personal attachments — even marriage and family. Reports suggest that Dr. Shaheen openly urged married women to divorce their husbands and sever ties with their families to pursue jihad “for the sake of Allah.”


Shocking personal details have also surfaced. Dr. Shaheen, who served as the commander of JeM’s women’s wing, reportedly divorced her husband and stopped visiting her children entirely. She maintained close contact with her brother Parvez, and the two allegedly met frequently in Saharanpur for coordination. Authorities now suspect Parvez may have had prior knowledge of the Delhi blasts — a possible indication of deeper involvement in terror operations.


Financial Trails and Expanding Investigation

Agencies are now scrutinising Dr. Shaheen’s bank accounts to trace possible links to foreign funding, recruitment payments, or terror financing channels. Her lifestyle choices, travel patterns, and communication records are all under intensive review as investigators attempt to map the full extent of the network she helped oversee.
