Spain Faces Warnings of Strain on Essential Services Amid Debate Over Large-Scale Migrant Amnesty

Experts have warned that the presence of nearly one million illegal migrants seeking amnesty in Spain could place severe pressure on the country's essential services, including housing, education, and public security.


Spain is currently entering the final phase of a controversial mass regularization initiative introduced by the government of Socialist Prime Minister Pedro Sánchez. The program was originally intended to provide around 500,000 undocumented migrants with legal residency, work permits, and access to various benefits.


However, while Spanish authorities initially projected half a million applications in January, recent figures revealed that more than 900,000 requests have already been submitted, confirming estimates that emerged in mid-June.


According to Spanish newspaper ABC, the unexpectedly high number of applicants—nearly twice the government's original estimate—has prompted concerns among economists, demographers, housing experts, and security officials. These specialists have warned that the large-scale legalization process could overwhelm Spain's already strained public services.


Alejandro Macarrón Larumbe, a demographer at the Center for Social Studies, Training, and Analysis (CEU-CEFAS), told ABC that granting legal status to such a large number of migrants could further intensify Spain's housing crisis. He argued that a more controlled and temporary reduction in migration would instead help ease existing pressures.


"If there weren't a constant influx of immigrants, the housing problem would be resolved sooner, since more people are dying than are being born," he said.


Macarrón Larumbe also questioned the significant gap between the government's original estimate of 500,000 applicants and the nearly one million requests ultimately submitted, suggesting that the discrepancy reflected political calculations by the Socialist administration.


"They may be off by thousands, but not by hundreds of thousands. Announcing that nearly a million people will suddenly be incorporated is an enormous figure," he argued.
