The Afghan delegation was invited as "guests" by their Azerbaijani hosts, rather than as direct participants in the negotiations.
This marked the first attendance of an Afghan delegation since the Taliban assumed power in August 2021, after being excluded from the previous two COP (Conference of the Parties) meetings held in Egypt and the United Arab Emirates.
“Afghanistan must take part in such conferences in the future,” stated Matiul Haq Khalis, director general of Afghanistan’s National Environmental Protection Agency, during a press conference on Sunday.
He described Afghanistan’s presence at the talks last month as a “significant achievement,” adding, “We joined the conference this year to amplify the nation’s concerns, highlight the people’s needs, and share these realities with the world.”
The Afghan delegation also engaged in discussions with representatives from "19 different organizations and governments," including delegations from Russia, Qatar, Azerbaijan, and Bangladesh.
