Two young men, allegedly inspired by ISIS ideology, have been formally charged in connection with a disturbing bombing plot that unfolded during protests outside Gracie Mansion last month. According to a detailed indictment, the suspects—18-year-old Emir Balat and 19-year-old Ibrahim Kayumi—were apprehended after reportedly deploying homemade incendiary devices amid tensions at a demonstration near New York City Mayor Zohran Mamdani’s official residence on March 7.


Prosecutors revealed that dashcam footage from the suspects’ vehicle captured chilling conversations as they traveled to the protest. In the recordings, the duo allegedly discussed plans to instill widespread fear and carry out a violent attack targeting both civilians and law enforcement personnel. Kayumi is quoted in the indictment expressing a desire to “start terror” and intimidate those present.


The conversations further indicate that the suspects were not only focused on a specific individual—identified as white supremacist activist Jake Lang—but were also considering broader targets, including government entities and the general public. Authorities allege that Kayumi described assembling an explosive device using Triacetone triperoxide (TATP), a highly volatile substance, with the potential to cause mass casualties ranging from a handful of victims to as many as 60 people in a crowded setting.


Investigators say the pair discussed strategies for concealing the device and escaping the scene, as well as alternative plans if their primary objective failed. At one point, Balat allegedly expressed eagerness to witness the explosion, while Kayumi reportedly responded with unsettling composure. The indictment also claims that Balat mentioned the possibility of attacking police officers directly or deploying a device in a nearby café.


Following their arrest, Balat allegedly made statements to law enforcement suggesting a belief that violent retaliation was justified in response to perceived insults against his religious beliefs. Authorities have emphasized that such extremist interpretations do not reflect the views of the broader Muslim community.


The case has raised serious concerns about radicalization among youth and the potential for lone-wolf style attacks inspired by extremist propaganda. Law enforcement agencies continue to investigate the incident while reinforcing the importance of vigilance and community cooperation in preventing acts of terrorism.
